In the interest of increasing the Alberta Standardbred harness horse population , a new program was began in November 2021.

Please make yourself aware of the rules/conditions/regulations of the program.

RULES
The H.P.I. Committee (appointed by the A.S.H.A.) will begin receiving applications as of November 1st, 2021.
All interested parties MUST complete and submit application to be reviewed upon receipt for approval by the committee.
Part of this program will be horses acquired by the A.S.H.A. and resold in Alberta.
A second part of the program will be for members of the A.S.H.A. to purchase their own racehorses or broodmares. After purchase, the purchaser(s) may apply to the program to recover forty (40%) of an approved purchase price plus 40% of shipping cost paid, up to a maximum of $5,000.00 CDN.
50% of the entitled/approved purchase price plus 40% of shipping cost paid to the applicant when the horse arrives in Alberta. The remaining 50% to be paid when the resulting foal is registered with Standardbred Canada.
20% percent of the entitled/approved purchase price plus 40% of shipping cost paid will be given to the applicant when the horse arrives in Alberta and twenty (20) percent for each of the horses' first four starts. ("Applicant" is the original purchaser/applicant)
Racehorses (horses of racing age- minimum age, 3 yr. old in 2022)

If a horse in the program is to be sold for any purpose/reason, including a claim, and the agreement is not completed, all funds from the sale of the horse MUST be remitted to the A.S.H.A. to complete payment/payment agreements of the horse.

- All applicants to the H.P.I. MUST be current members in good standing with the Alberta Standardbred Horse Association.
- For the purpose of this program, one dollar ($1) CDN is equal to one dollar ($1) of any other denomination, including but not limited to USD.
- Should any person involved in the program choose to break from this agreement, at that time all moneys owed to the program/A.S.H.A. will become due and those persons will be barred from entering a horse to race in Alberta until all outstanding moneys are paid in full.
- Applications to the program will be accepted until June 15, 2022, or funding is no longer available.
- Payment/recovery for purchases made by the applicant, not purchased from the A.S.H.A.

- The above-named horse, purchased by me/us MUST remain in the province of Alberta for twelve (12) calendar months from date of approved purchase, by the applicant.
- If, prior to the program being completed, the horse must be euthanized, a veterinarian certificate may be required.
- Should the horse, approved for the program, be claimed, the original purchaser will continue to be paid all approved recovery expenses as noted above.
- Should the horses, approved for the program be claimed, the claimant must then race the horse in Alberta for the duration of the program (remaining time). These horses will be noted in the program with a special logo designed for the program so that all potential claimants are aware of the conditions.
- If the above-named horse was purchased for breeding purposes the horse must stay in the province of Alberta for twelve (12) calendar months from the date this agreement is signed.
- In addition, if the above horse was purchased for breeding purposes, the mare MUST foal in Alberta for two (2) calendar years.
- Any and all broodmares purchased must not be over twelve (12) years of age to be eligible to the program.
- Should a mare in foal abort or otherwise lose her foal, the Applicant will still qualify if the mare was confirmed in foal at the time of the purchase (A veterinary certificate may be required confirming that the mare was in foal at the time of the purchase).
- Should a mare not conceive when bred, after residing in Alberta, proof will be required that the mare was bred during at least two (2) estrus (heat) cycles, not including "foal heat". A signed certificate attesting that this requirement has been met may be required from the stallion owner, stallion manager, and/or attending veterinarian.
- Those approved may be eligible to recover funds through the H.P.I. if the horses (Racing or Broodmares) are bought from a jurisdiction outside of Western Canada (BC, Alberta, Saskatchewan & Manitoba) having never been in Western Canada previously, in the capacity they are approved/purchased for.
- Should an A.S.H.A. member in good standing wish to purchase a female racehorse from another jurisdiction outside of Alberta who previously has raced in Alberta, that horse cannot have raced in Alberta for thirty-six (36) consecutive months, prior to the date of the approved purchase. This approved female horse MUST not race in Alberta for the duration of this program.
- To be approved for the program, purchasers MUST provide to the A.S.H.A., documentation of the purchase, such as a bill of sale. Said documentation must be approved by the A.S.H.A. Initiative Committee.

- For those wishing to purchase horses outright from the sale, payment in full is due on sale day. If requested, the A.S.H.A. may give a seven (7) day payment term, upon approval. All rules/regulations/terms of the program apply.
- For those interested in purchasing horses on a buyout agreement, the terms below will apply. The above-named horse and purchaser must have been accepted for the HRA/A.S.H.A. Horse Population Initiative and must provide a minimum of 10% or $1,000 (whichever is greater) towards the purchase.
- All purchasers applying for this part of the program, MUST sign a purchase agreement provided by the A.S.H.A., which will include additional payment terms.

- If, prior to the agreement being completed, the horse must be euthanized, a veterinarian certificate may be required. At this time the A.S.H.A. Initiative Committee will review the agreement.
- Should the applicant/purchaser need to sell the horse for
- any other purpose other than racing (a veterinarian has decided the horse cannot continue to race, for the best interest of the horse)
- the applicant/purchaser can no longer care for the horse due to extenuating circumstances and wants to sell the horse for racing purposes.
- the horse is claimed from the original applicant/purchaser
